คำว่า สัตว์ หมายถึง สิ่งมีชีวิตที่มีวิญญาณครอง มีขนาดที่เป็นอนุภาคไปจนถึงใหญ่กว่าช้าง
คำว่า กรรม คือ สิ่งที่บรรดาสัตว์ดังกล่าวข้างต้น กระทำ
คำว่า เป็นไปตามกรรม หมายถึง สัตว์นั้น จะต้องได้รับผลจากการกระทำของตนแน่นอน
ส่วนจะรับผลดีหรือผลที่เลว ก็ขึ้นอยู่ว่า สัตว์นั้นทำกรรมเช่นไร
แม้สัตว์จะได้รับผลจากการกระทำของตนโดยมิมีใครยักเยื้อง ดังในโลกปรมัตถ์ก็ตามที
แต่ในโลกแห่งสมมุติซึ่งประกอบไปด้วยหมู่สัตว์ ที่ระคนปนเคล้าไปด้วยสัตว์ผู้ทำกรรมหลากหลายทั้งดีมากดีน้อย เลวมากเลวน้อย และพวกกลางๆ คือ ไม่ดีและไม่เลว
เมื่อสัตว์อันมีการกระทำที่แตกต่างหลากหลาย
การจะทำให้สัตว์เหล่านั้นอยู่ร่วมกันในโลกสมมุติอย่างสันติสงบสุขได้ จึงจำเป็นต้องมีข้อตกลงที่เรียกว่า ระเบียบ วินัย กติกา กฎเกณฑ์ ข้อบังคับ และกฎหมาย เพื่อให้หมู่สัตว์อยู่ร่วมกันได้
หากเมื่อใดมีสัตว์ตนใดกระทำการละเมิดต่อระเบียบ วินัย กติกา กฎเกณฑ์ ข้อบังคับ และกฎหมาย แม้จะมีหลักอยู่ว่า ทำกรรมเช่นใดย่อมได้ผลเช่นนั้นก็ตาม
แต่เพื่อระงับเหตุแห่งความเสียหาย หยุดยั้งการกระทำที่เป็นอันตรายต่อสัตว์อื่น บรรเทาความเดือดร้อนของสัตว์หมู่มาก
โลกสมมุติจึงจำเป็นต้องสร้างสัตว์ผู้คอยทำหน้าที่ ระงับเหตุ หยุดยั้งความเสียหาย บรรเทาอันตราย ซึ่งอาจจะเรียกสัตว์ผู้ทำหน้าที่ดังกล่าวนั้นว่า เจ้าหน้าที่ เจ้าพนักงาน ตำรวจ ทหาร อัยการ ตุลาการ และผู้พิพากษา
แต่ทั้งหมดก็จัดอยู่ในประเภทสัตว์ผู้มีกรรมร่วมกันกับสัตว์ผู้กระทำผิด ด้วยเพราะเข้าไปเป็นตัวเร่งเร้าให้ผลแห่งกรรม ให้ผลเร็วขึ้น และอาจเผ็ดร้อนมากขึ้น หรือน้อยกว่ากรรมที่กระทำ
ส่วนการเป็นตัวเร่งผลแห่งกรรมจะเป็นคุณหรือเป็นโทษแก่ตน นั้นก็ขึ้นอยู่กับเจตนาที่กระทำ
หากกระทำด้วยเจตนาบริสุทธิ์ เพื่อระงับเหตุแห่งความเสียหาย หยุดยั้งอันตราย บรรเทาความเดือดร้อน โดยไม่มีอารมณ์ความรู้สึกอคติทั้ง ๔ อย่าง เช่น
๑. ฉันทาคติ คือ ความลำเอียงเพราะชอบหรือเพราะรัก
๒. โทสาคติ คือ ความลำเอียงเพราะโกรธหรือชิงชัง
๓. โมหาคติ คือ ความลำเอียงเพราะหลง หรือ โง่
๔. ภยาคติ คือ ความลำเอียงเพราะกลัว
การทำหน้าที่ของเจ้าหน้าที่ เจ้าพนักงาน ตำรวจ ทหาร อัยการ ทนาย ตุลาการ ผู้พิพากษา ก็จะไม่กลายเป็นผู้กระทำกรรมร่วม จึงต้องละเว้นอคติทั้ง ๔ ดังกล่าว
แต่จะเป็นเพียงผู้ทำหน้าที่ช่วยเหลือ สงเคราะห์ อนุเคราะห์ กรุณา
ถือว่ามีกรรมอันเป็นคุณแก่ตน ไม่เป็นกรรมร่วมกับกรรมชั่วร้าย และไม่ต้องรับมรดกผลของกรรมชั่วนั้นต่อไป

All living creatures are subject to the law of karma (one’s own deeds).

The word “creatures” means living things that have spirits, size ranging from atoms to larger than an elephant.
The word “karma” means deeds that those creatures they have made.
The words “subject to the law of karma” means they will surely receive consequences of their own deeds.
Whether they receive good or bad outcomes, it depends on how they completed such actions.
In the world of ultimate truth, all creatures cannot deny consequences of their own actions.
However, in the hypothetical world, full of creatures who have made various actions, from very good, a little good, very bad, a little bad, and mediocre, not good or bad.
When they have done various actions, for those creatures to peacefully live in the hypothetical world, it is therefore necessary to have agreements called regulations, disciplines, rules, and laws that enable people to live together.
Despite the principle that all living creatures are subject to the law of karma. Whenever somebody violate regulations, disciplines, rules, and laws, to prevent damage and harm for other people or relieve suffering of majority people, the hypothetical world needs to have some people whose duties are to prevent or stop damage and danger. Creatures who perform such duties are called officials, officers, policemen, soldiers, attorneys, and judges.
These creatures shared the karma with wrongdoers, because they accelerated consequences of karmas or make it harsher or milder.
Whether their fastening the consequences of karma would be beneficial or harmful to themselves, it depends on their intentions.
If their intentions were purely to prevent damage and harm, or relieve suffering of others, without any four types of prejudices.
1. Bias because of likeness or love
2. Bias because of anger or hatred
3. Bias because of obsession or ignorance
3. Bias because of fear
Duties performed by officials, officers, policemen, soldiers, attorneys, and judges will not be karma sharing with wrongdoers, when they abstain from the mentioned four prejudices.
They only have duties to help, support, and kindly assist. These are deemed beneficial karma for themselves.
They did have a share in evil deeds and will not have to receive karma consequences.
