อยากกราบฝากกรรมการมหาเถรทุกท่าน และ ผอ.สำนักพุทธ ว่างานนี้ผู้เก้อยากทั้ง ๕ แห่งวัดสระเกศ ทำแต่เพียงลำพังมิได้ มันต้องมีผู้ร่วมรู้เห็นเป็นใจ และร่วมกระทำผิดด้วย
ได้ยินแว่วมาว่า นอกจากรักษาการแทนเจ้าอาวาสวัดสระเกศแล้ว ก็มีบรรดาเจ้าอาวาสในแต่ละวัด แว่วๆ มาว่ามีเจ้าอาวาสพระอารามหลวงมาร่วมอยู่หลายวัด
ทั้งที่รู้อยู่แก่ใจว่า การกระทำเช่นนั้นมันผิดธรรม ผิดวินัย ผิดกฎหมาย และฝ่าฝืนมติคำสั่งของผู้ปกครองสูงสุดของคณะสงฆ์ แต่ก็ยังฝืนทำ
พฤติกรรมเยี่ยงนี้ ถือว่าเป็นการละเมิดจริยาพระสังฆาธิการอย่างร้ายแรง
จริยาของพระสังฆาธิการ ต้องปฏิบัติตามโดยเคร่งครัด เพราะละเมิดแล้ว ย่อมได้รับโทษฐานละเมิดจริยา ซึ่งมีทั้งหมด ๘ ข้อ
๑. พระสังฆาธิการต้องเคารพเอื้อเฟื้อต่อกฎหมาย พระราชบัญญัติคณะสงฆ์ กฎกระทรวง กฎมหาเถรสมาคม ข้อบังคับระเบียบ คำสั่ง มติ ประกาศ พระบัญญัติสมเด็จพระสังฆราช สังวรและปฏิบัติตามพระธรรมวินัยโดยเคร่งครัด
๒. พระสังฆาธิการต้องเชื่อฟังและปฏิบัติตามคำสั่งของผู้บังคับบัญชาซึ่งสั่งโดยชอบด้วยอำนาจหน้าที่ ถ้าไม่เห็นพ้องด้วยคำสั่งนั้น ให้เสนอความเห็นทัดทานเป็นลายลักษณ์อักษรภายใน ๑๕ วัน นับแต่วันที่ได้รับทราบคำสั่ง และเมื่อได้ทัดทานดังกล่าวมานั้นแล้ว แต่ผู้สั่งมิได้ถอนหรือแก้คำสั่งนั้น ถ้าคำสั่งนั้นไม่ผิดพระวินัย ต้องปฏิบัติตามแล้วรายงานจนถึงผู้สั่ง
ในกรณีที่มีการทัดทานคำสั่งดังกล่าวในวรรคแรก ให้ผู้สั่งรายงานเรื่องทั้งหมดไปยังผู้บังคับบัญชาเหนือตนเพื่อพิจารณาสั่งการ
ในการปฏิบัติหน้าที่ ห้ามทำข้ามผู้บังคับบัญชาเหนือตน เว้นแต่จะได้รับอนุญาตพิเศษเป็นครั้งคราว
๓. พระสังฆาธิการต้องตั้งใจปฏิบัติหน้าที่ด้วยความระมัดระวัง มิให้เกิดความเสียหายแก่การคณะสงฆ์และการพระศาสนา และห้ามมิให้ละทิ้งหน้าที่โดยไม่มีเหตุอันสมควร
๔. พระสังฆาธิการต้องปฏิบัติหน้าที่โดยชอบ และห้ามมิให้ใช้อำนาจหน้าที่ในทางที่ไม่สมควร
๕. พระสังฆาธิการต้องสุภาพเรียบร้อยต่อผู้บังคับบัญชาเหนือตนและผู้อยู่ในปกครอง
๖. พระสังฆาธิการต้องรักษาส่งเสริมสามัคคีในหมู่คณะ และช่วยเหลือซึ่งกันและกันในทางที่ชอบ
๗. พระสังฆาธิการต้องอำนวยความสะดวกในหน้าที่การคณะสงฆ์และการพระศาสนา
๘. พระสังฆาธิการต้องรักษาข้อความอันเกี่ยวกับการคณะสงฆ์ที่ยังไม่ควรเปิดเผย
ด้วยบทบัญญัติของพระสังฆาธิการที่ต้องถือปฏิบัติอย่างเคร่งครัด โดยเฉพาะข้อ ๑ และ ๒ เมื่อเจ้าอาวาสหรือพระสังฆาธิการทั้งหลายรู้อยู่ว่ามีข้อห้ามดังกล่าว แต่กลับไม่นำพา เช่นนั้นก็สมควรได้รับผล
สำนักพุทธต้องเสนอมหาเถรให้ทำการตรวจสอบดูว่า พระสังฆาธิการเหล่านั้น รู้เห็นเป็นใจกับผู้กระทำผิดด้วยหรือไม่
หากเห็นดีเห็นงามไปกับเขาด้วย ก็ต้องถูกลงทัณฑ์ตามกฎหมายคณะสงฆ์

Finally, the ending of the thick-faced people has come.

I would like to inform members of the Sangha Supreme Council and Chief of the National Office of Buddhism, the five shameless people of Saket Temple could not do it by themselves. There were other people who conspired in this misconduct.
I have heard that apart from the acting abbot of Saket Temple, there were several abbots of royal monasteries joining in the ceremony.
Despite realizing well that such conduct violated the Dhamma, the code of monastic rules, laws, and resolution of the Sangha Supreme Council, they persisted in doing so.
Such behavior was serious violation of ecclesiastical official monk’s ethics.
Ecclesiastical official monks are supposed to strictly comply with the following eight ethical codes.
1. Ecclesiastical official monk must comply with laws, the Sangha Act, ministerial regulations, rules of the Sangha Supreme Council, rules, orders, resolutions, announcements, and commandments of His Holiness the Supreme Patriarch, as well as beware and strictly follow the code of monastic rules.
2. Ecclesiastical official monk must obey and follow commands of supervisors with righteous duties. If he disagrees with that command, he must propose his opposition in writing within 15 days after receiving the command. After submitting his disagreement, if the commander does not withdraw or change that command and if that command does not violate monastic rules, he must comply with and report to the commander.
If a disagreement is submitted, the commander must report that to his supervisor above him to make decision.
In committing his duty, he cannot step over his supervisor, except he has been granted a special permission from time to time.
3. Ecclesiastical official monk must attentively and cautiously perform his duties, not to cause any damage to monastic community and religion. He must not abandon his duties, without any reasonable cause.
4. Ecclesiastical official monk must righteously perform his duties, and he must not misuse his power inappropriately.
5. Ecclesiastical official monk must be polite and courteous towards his supervisors and subordinates.
6. Ecclesiastical official monk must encourage unity in monastic community and help one another in the right way.
7. Ecclesiastical official monk must facilitate monastic and religious affairs.
8. Ecclesiastical official monk must keep messages of monastic community confidential.
Ecclesiastical official monk must strictly follow ethic codes, especially the first and second codes.
Though abbots and ecclesiastical official monks knew well of such prohibition, but they did not follow. Consequently, they should receive consequences of such conduct.
The National Office of Buddhism must propose the information for the Sangha Supreme Council to investigate whether those ecclesiastical official monks conspired with the wrongdoers. If they agreed with such conduct, they shall receive punishment according to the Sangha Act.
