อบายมุข คือ เหตุแห่งความฉิบหาย (ตอนที่ ๒)

คราวที่แล้วเขียนถึงตอนยกตัวอย่างประเทศเม็กซิโกที่ล้มละลาย เพราะอบายมุข บ่อนการพนัน จนกลายเป็นแดนมิคสัญญี ถึงขนาดต้องใช้กำลังทหารเข้าไปปราบปราม ควบคุม แต่ก็ยังคงไว้ซึ่งบ่อนการพนันอยู่ ประชาชนสุจริตต้องอพยพหนีการอดตายไปหาโอกาศในต่างประเทศ
วันนี้เรามาดูประเทศไทยของเราบ้างว่าจะเหมือนกับเม็กซิโกได้ไหม
คงจะต้องเริ่มจากการตั้งบ่อนว่าจะถูกกฎหมายหรือไม่
อธิบายได้ว่า รัฐบาลพรรคเพื่อไทยผู้เป็นเจ้าของนโยบายบ่อนเสรี กำลังเพียรพยายามสุดฤทธิ์สุดเดช ในการผลักดันร่างกฎหมายหรือออกพระราชกำหนดให้บ่อนเสรี สามารถเปิดให้บริการแก่บรรดาผีพนันทั้งในและนอกประเทศได้ โดยไม่ผิดกฎหมาย
และมีการประกาศเป็นนโยบายของรัฐบาลในรัฐสภาโดยมีนายทักษิณ เป็นผู้ผลักดัน นายกอุ๊งอิ๊งเป็นผู้ประกาศ
เช่นนี้หากจะมีผู้ไปยื่นเรื่องต่อศาลรัฐธรรมนูญ หรือศาลปกครอง แม้แต่ ปปช. ก็คงจะล้มเหลว
แม้จะนำประมวลจริยธรรมของนักการเมืองมาเล่นงานเขา ก็คงจะยังไวเกินไป เพราะยังไม่เกิดความเสียหาย เป็นที่ประจักษ์
ส่วนประเด็นที่มีผู้ตั้งข้อสงสัยว่า การตั้งบ่อนเสรีในครั้งนี้จะมีนายทุนของรัฐบาลเข้ามาลงทุน ตักตวงผลประโยชน์และอาจมีการทุจริตคอร์รัปชันกันนั้น ก็ต้องขอบอกว่า นั้นเป็นเรื่องของอนาคต มันยังมาไม่ถึง
เราท่านทั้งหลายมีสิทธิ์ที่จะสงสัย แต่ก็อย่าสงสัยดังจนเกินไป เดี๋ยวจะเปลืองตัวต้องไปขึ้นศาล
และในประเด็นที่ผู้คนในสังคมตั้งขอสงสัยจนกลายเป็นความวิตกกังวลว่า บ่อนคาสิโนนี้พวกนักการเมืองหรือนายทุนสังกัดนักการเมืองและนักธุรกิจสีเทาทั้งหลาย จะนำเงินทุจริตผิดกฎหมายเข้าไปฟอกในบ่อน อันนี้คุณๆ ทั้งหลายก็มีสิทธิ์ที่จะสงสัยได้ แต่ใครจะเป็นผู้ตรวจสอบชี้ชัดลงไปหละ เดี๋ยวก็จะถูกตั้งคำถามกลับมาว่า มีหลักฐานไหม แล้วเราท่านทั้งหลายจะตอบกลับไปว่าอย่างไร
ฉะนั้นเราท่านทั้งหลายมีสิทธิ์สงสัยกันได้ทุกคนอีกแหละ แต่หากจะใช้ช่องทางกฎหมายไปจัดการกับเขา เราก็ต้องมีพยานหลักฐานเป็นที่ประจักษ์จนทำให้ศาลหรือ ปปช. หรือองค์กรอิสระอื่นๆ ใช้อำนาจหน้าที่ที่มีเอาผิดกับเขาได้
และที่พุทธะอิสระเขียนว่า องค์กรอิสระอื่นๆ ที่มีอำนาจหน้าที่ตามกฎหมายเล่นงานคนสีเทาและนักการเมือง ข้าราชการ ที่สมรู้ร่วมคิดพวกนี้ได้
แต่ไม่ได้เขียนถึงพวกข้าราชการในระบบที่มีอำนาจหน้าที่ ที่จัดการกับคนทุจริตชน ก็เพราะฉันไม่ได้ศรัทธาในข้าราชการพวกนี้ ดูจากอะไร ก็ดูจากผลงานของชั้น ๑๔ และอีกหลายๆ กรณีที่เกี่ยวกับการทุจริตของนักการเมือง ไม่มีข้าราชการผู้ใต้บังคับบัญชาของนักการเมืองคนใดออกมาเล่นงานคนทุจริตได้จริงๆ เลย
วันนี้จบเอาไว้แค่นี้ก่อนนะจ๊ะ จะตีห้าแล้ว เดี๋ยวจะไปตีระฆังให้พระเตรียมตัวออกบิณฑบาต

Vices are the cause of ruin. (Part 2)

Last time I wrote about Mexico went bankrupt as a result of vices and gambling. The country became a land of upheaval, to the point of using military force to suppress and control, and it still had gambling dens. People with honest livelihoods fled to escape starvation and find opportunities abroad.
Today, let us look at our country to see if it is like Mexico.
We probably have to start with whether the establishment of casinos is legal or not.
The Pheu Thai Party government, the owner of the casino policy, is trying its hardest to push for a draft law to legalize gambling and casinos.
The parliament announced it as a policy, with Mr. Thaksin as the pusher and Prime Minister Ung Ing as the announcer.
If someone were to submit a petition to the Constitutional Court, the Administrative Court, or even the National Anti-Corruption Commission (NACC), that person would find it useless.
It would be too early to attack them on the code of ethics of politicians because there is no evident damage at this stage.
Some people doubt whether investors affiliated with politicians will reap benefits and whether there will be corruption. That is the future which has not yet arrived.
We all have the right to be suspicious, but not too loudly. Otherwise, it will be a waste of time going to the court.
Some people are concerned that politicians, capitalists affiliated with politicians, and gray businesspeople will launder corrupt money in the casino. We can suspect it, but who will investigate and prove it? How to answer the question of whether there is any evidence?
As such, we all have the right to suspect. To use legal channels to deal with them, we must have clear evidence for the court, the NACC, or any other independent organizations with legitimate powers and duties to prosecute them.
Buddha Issara (I) wrote that independent organizations have the legal authority and duty to take action against gray people, politicians, and civil servants who are accomplices.
I did not write about civil servants in the system who have the authority and duty to take action against corrupt people because I have no faith in these civil servants.
Why? Look at the results of the 14th floor and many other cases related to politicians’ corruption. No civil servants under the command of any politician have ever come out to punish corrupt people.
