และ ๒ ใน ๖ ข้อ คือบังคับให้สยามต้องทำตาม ซึ่งก็ได้สร้างความโทมนัสพระทัยแก่ องค์สมเด็จพระเจ้าอยู่หัวเป็นยิ่งนัก นั้นคือ

– ให้สยามถอนทหารที่ตั้งมั่นอยู่ฝั่งแม่น้ำโขง ถอยร่นออกมาให้แล้วเสร็จภายในเวลา ๑ เดือน

ซึ่งข้อเรียกร้องนี้ เท่ากับบีบบังคับให้สยามยกดินแดนลาวทั้งหมดที่สยามปกครองอยู่ให้กับฝรั่งเศส โดยไม่มีการต่อต้านใดๆ อีก

– ข้อต่อมา ให้สยามจ่ายเงินค่าปรับที่ก่อให้เกิดสงคราม ๓ ล้านฟรังก์ และต้องชำระเป็นเงินเหรียญโดยทันที ซึ่งสยามจะต้องตอบให้ฝรั่งเศสทราบถึงความคืบหน้าภายใน ๔๘ ชั่วโมง

สมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว รัชกาลที่ ๕ แม้จะทรงโทมนัสพระทัยเป็นล้นพ้น แต่ด้วยพระขัตติยมานะปรีชาญาณ ทรงเลือกใช้วิธีทางการทูตตอบโต้ต่อคำขาดของฝรั่งเศส เพื่อจะยืดเวลาที่ฝรั่งเศสขีดเส้นตายออกไป

โดยทรงมีพระราชดำรัสผ่านไปยังกรมพระยาเทวะวงศ์ ให้ทรงแจ้งต่อ นายโอกุสต์ ปาวี เอกอัครราชทูตฝรั่งเศสไปว่า

รัฐบาลสยามปฏิเสธที่จะทำตามคำขู่ในครั้งนี้ของฝรั่งเศส พร้อมทั้งทรงใช้พระวิเทโศบาย ให้ฝรั่งเศสแสดงหลักฐานให้สยามเห็นก่อนว่า ฝรั่งเศสมีกรรมสิทธิ์เหนือดินแดนลาว มาตั้งแต่สมัยใด

ฝรั่งเศสพอรับข้อความพระราชดำรัสของพระเจ้าแผ่นดินสยามดังนี้

ทำให้เอกอัครราชทูต นายปาวี โกธรจนควันออกหู ถึงกับประกาศให้ตัดความสัมพันธ์ระหว่างประเทศ พร้อมให้ปิดสถานทูตฝรั่งเศสประจำประเทศสยามลงในทันที พร้อมทั้งเรียกกองกำลังเรือรบที่จอดทอดสมออยู่ที่เวียดนาม ให้มาเสริม เพื่อปิดล้อมอ่าวสยาม

เวลาต่อมา วันที่ ๒๒ กรกฎาคม พ.ศ.๒๔๓๖ กองเรือรบฝรั่งเศส นำโดย นายพลเรือ ฮูมานน์ ผู้บัญชาการกองเรือฝรั่งเศส ได้เข้าทำการยึดเกาะสีชังของสยาม เอาไว้เป็นฐานทัพชั่วคราว

There are hundreds of reasons why Thais adore the monarchy (chapter 6)

The previous chapter ended when French warships were parked at the center of Bangkok to threaten Siamese royal court. France also gave a formal ultimatum with six requirements for Siam to comply with.

And two out of six requirements caused deep sorrow to the King.

Firstly, Siam must withdraw troops stationed at the banks of Mekong River within one month. This request means forcing Siam to give all Laotian land to France, without any further objection.

Secondly, Siam must pay 3 million francs as reparations in silver with a 48-hour deadline.

Although King Chulalonkorn (King Rama V) felt deeply sad, owing to his royal pride and wisdom, the King decided to respond to the French ultimatum in a diplomatic manner to extend the deadline.

The King passed his speech via Prince Devawongse Varopakarn to Auguste Jean-Marie Pavie, the French Charge d’Affaires that…

Siam refused to follow this ultimatum of France. Using diplomacy, the King asked France to first show evidence of its historical ownership over Laos.

When Auguste Pavie received this message of Siamese King, he was so furious that he announced a termination of diplomatic relation with Siam and an immediate closure of the French Embassy in Siam. Auguste Pavie also called for a naval force from Vietnam in order to blockade the Gulf of Siam.

Later, on July 22, 1893, the French troops led by Admiral Humann, Chief of the French Navy seized the Sichang Island of Siam and made it a temporary military base.
